When is the best time to pass out memorial folders or programs?

No – Memorials folders or programs should be handed out as a mourner is entering the seating area of the chapel or venue where the service is being held. You would have a person or two at the entrance of the seating area to hand out programs. This allows people to take a seat with the program in hand so they can read it while waiting for the service to begin.
